Time-and-Materials Pricing

Time-and-materials pricing bills work according to actual labor time and defined material or expense charges, rather than a single fixed project price.

In a time-and-materials arrangement, the amount billed depends on the work actually performed and on agreed rates for labor, materials and eligible expenses. The arrangement can suit work whose exact scope is uncertain, but it can create budget uncertainty for customers unless reporting and approval rules are explicit.

A responsible agreement identifies hourly rates, how materials are priced, what documentation accompanies invoices, whether work requires approval beyond an estimate and how any cap or not-to-exceed condition operates. It is not correct to imply that every time-and-materials contract follows one universal set of commercial rules; government procurement has its own requirements.

This editorial candidate strongly overlaps with the separately drafted Time-and-Materials (T&M) term, GX-0334. The distinctions above describe the pricing method, not a separate underlying concept. Recommend consolidating rather than publishing two competing definitions with slightly different titles.
